The parenthesis and exponent part is asking you to raise 1/2, or 0.5 to the x power.  The x in the equation equals the x in the coordinates that are your answer choices.  Basically, you're just raising 0.5 to the value of the x in the coordinates.
After this, you multiply the number that you got by 1.5.  Since in the equation it said that y = the result, whatever you got would be the y value.
So the value of x is the one that you plugged in, and y is the result.
