A rule that when followed is supposed to work towards to the benefit of society as a whole? Even if a crime doesn't really hurt anyone (although I think most illegal things do), it still contributes to what's considered less of a safe society for everyone else. When you break the law, you're showing no regard for how you breaking the laws will affect anyone else, because you're only thinking of yourself. It's also kind of a matter of perspective though. For instance, some people could argue that even drinking underage is selfish, if they maybe have some kind of utilitarian outlook on life. They could say that drinking when you're underage (or doing it in excess) makes you less of a useful member of society, and therefore consider you selfish for breaking that law.
