The way ice water mix with the salty water is that  when a person adds salty water to ice, the salt will be the first thing to dissolves in the layer of liquid water that is seen on the surface.

By reducing the  freezing point below the ices temperature, when the Ice is said to be in contact with salty water, it tends to melts, forming more liquid water, that will then dissolves more salt, causing a lot of ice to melt, and the process still goes on.
