Impeachment does not, contrary to what some people may assume, mean to remove the US president from office. To examine and affirm the legitimacy of anything is simply to impeach it. Initiating accusations against a public person for misbehavior via impeachment is the procedure used by a legislative body or other legally recognized tribunal.
One way to think of it is as a special procedure with aspects of both politics and law.
Impeachment is typically reserved for ministerial officials in Europe and Latin America due to the possibility that ministers' legitimacy positions may make them beyond the scope of legal prosecution or that their misconduct is not formally recognized as a crime under the law except in the context of their high office's specific expectations.
