A  gravidade da crise econômica sofrida na França, na década de 1780, conduziu o país à emergência de uma reforma política. Ao longo desta década, vários ministros tentaram ampliar a cobrança de impostos para assim reverterem o quadro critico do país. No entanto, o conservadorismo das autoridades reais e a conivência de grande parte da nobreza e do clero impediam a realização dessas mudanças.

Somente em 1789, durante o mandato do ministro Necker, que as autoridades reais abriram portas para o movimento reformista. Em maio daquele ano, os Estados-gerais foram convocados para a formação de uma assembléia que deveria mudar o conjunto de leis da França. Nesta assembléia, dividia-se a população francesa em três grandes classes sociais, cada uma representando um estado.

O primeiro estado era dominado pelo clero. Ele contava com cerca de 120 mil religiosos divididos em: alto clero (composto por bispos e abades, muitos destes, proprietários de terras) e o baixo clero (formado por padres, monges e abades de pouca condição). Logo em seguida, vinha o segundo estado integrado pelos membros da nobreza. Entre os nobres existiam aqueles integrantes da nobreza provincial (proprietária de terras) e a nobreza de toga (composta por burgueses que compravam títulos de nobreza da Coroa).

Por último, havia um terceiro estado composto pela esmagadora maioria da população francesa. Em seu topo localizava-se a burguesia, subdividida em três outras categorias. A primeira delas era a alta burguesia formada por banqueiros, agiotas e grandes empresários. Logo em seguida, vinha a média burguesia composta por empresários, professores, profissionais liberais e advogados. Por último a pequena burguesia formada por artesãos, lojistas e pequenos comerciantes.
