The first step a territory must do to become a state is to establish a population within the territory. Then, when the population hits five thousand, the citizens can create their own legislature. Lastly, when the population reaches sixty thousand, they can officially apply to become a state.
Suppose a territory wants to become a new state, the first step that the residents of that territory need to take is to establish a population within the territory. According to historical instances such as in the case of the Confederation Congress and the Missouri Territory, when the population in a territory reaches a certain number, the residents can start the process of moving toward statehood. The Congress at that time would appoint a governor for the territories, and when the population in the territory reached five thousand free adult settlers, those citizens could create their own legislature. This was the first move toward statehood. Ultimately, when the population reached sixty thousand, the territory could officially apply to become a new state and be admitted by the Congress into the Union. It is important to note, however, that no new state can be formed within the jurisdiction of any other state, unless consent is received from the legislatures of the states concerned as well as the Congress.
