Churchill believed that governments in Eastern Europe were falling victim to dominance from the Soviet Union and were becoming police states that promoted the communist agenda.

In his famous "Sinews of Peace" speech given at Westminster College in Missouri, in 1946, Churchill coined the term "Iron Curtain" for what he saw falling as a barrier between Western and Eastern Europe.  Behind that "curtain," governments and peoples lay in the Soviet sphere -- "subject in one form or another, not only to Soviet influence but to a very high and, in many cases, increasing measure of control from Moscow."  He continued by saying, "The Communist parties, which were very small in all these Eastern States of Europe, have been raised to pre-eminence and power far beyond their numbers and are seeking everywhere to obtain totalitarian control. Police governments are prevailing in nearly every case, and so far, except in Czechoslovakia, there is no true democracy."

Britain and France and the United States fought World War II, in their view, for the protection of freedom and democracy.  For Eastern Europe to be turned into a set of communist, totalitarian states went against their goals and against the promise of free and open elections that Stalin had promised at the Yalta Conference prior to the end of the war.
