One of the major reason behind this idea is the lack of success underneath the Articles of Confederation. This was America's first constitution and it was highly ineffective. This was ineffective due to the lack of power held by the federal government.

Anti-Federalists- Anti-Federalists, on the other hand, felt that state governments should have more power than federal government. Anti-Federalists feared that a strong federal govenrment would infringe upon the rights of its citizens.
