 I would say that the one thing the Georgia needs the most is political stability. Specifically Georgia is being threatened by Russia which is an obstacle on its way to get closer ties to the EU. If it had closer ties with the  European Union it could focus more on a trade with it but it cannot do it in the current political situation.
